Kimberly Hancher
Equal Employment Opportunity Commission (EEOC)Chief Information Officer (CIO) 

Kimberly Hancher is a long time member of the Federal Information Technology (IT) community. She began her Federal career at the Department of Veterans Affairs in 1981.

In the 1980’s she implemented the VA’s first enterprise wide electronic mail system. After 15 years at the VA, she joined the Federal Communications Commission (FCC) to lead the agency’s electronic government (e-gov) program. During her 10 years at the FCC, the agency deployed over 20 online, web based transaction systems and implemented mandatory electronic filing. She joined the Equal Employment Opportunity Commission (EEOC) as Chief Information Officer in 2008 and is leading several transformational efforts there. She is a valued member of the Federal senior executive service; known for her ability to leverage IT, create a shared vision of the future, and serve as a mentor/role model for aspiring IT professionals.

Mrs. Hancher is also active in charitable organizations. She was President and CIO of The Angels Network (www.theangelsnetwork.org), a charitable group that raises funds for transitional housing and homeless programs in the DC metro area. She currently serves as a board member on the Government Information Technology Executive Council (GITEC). And she is a lifetime member of the Salvation Army Women’s Auxiliary. In 2007 she received the President’s Volunteer Service Award in recognition of her commitment to community service.

Dr. Tomoichi Sato is General Manager of ICT Management Office at JGC Corporation in Yokohama, Japan.

Born in Tokyo in 1956, he majored chemical engineering at Tokyo University. He stated his carrier in JGC as a process engineer, and later became schedule engineer/project manager/PMO member in the plant engineering and the IT development fields.

Since 2007, he privately started research work on PM theory and established a theoretical framework called ‘risk-based project value (RPV) analysis.’ Using this framework he has published a series of academic papers in domestic and international journals. In 2009, Japan Industrial Management Association awarded his first article as the best research paper of the year. He obtained doctor degree by his study in 2010.

He also teaches PM courses at Tokyo University Graduate School and Hosei University. He wrote several Japanese books about PM, time management, advanced planning & scheduling, bill of materials (BOM) and supply chain management.

Jeff Dalton is Chief Evangelist at AgileCxO.org, an R&D organization that studies Agile leadership and develops Agile performance models. Mr. Dalton is also President of Broadsword Solutions Corporation, a process innovation firm, where he also serves as an Agile instructor, leadership coach, CMMI SCAMPI Lead Appraiser, and CMMI Instructor. He is Chairman of the CMMI Institute Partner Advisory Board and is principal author of the CMMI Institute publication A Guide to Scrum and CMMI: Improving Agile Performance with CMMI. Jason Dunn has spent nearly 30 years in projects across a wide variety of industries, and in a variety of roles: Project Manager, Change Manager, Business Analyst, and Tester. In addition, he has worked with many Fortune 100 companies to assess and improve their project management maturity and processes. As part of this work, he has stood up PMOs as well as assessed and improved existing PMO using a data-driven assessment framework. Recently, Jason has developed a training program based on an industry standard maturity framework aimed at assessing, and then improving, companies’ portfolio development and management capabilities.

At present, he is the PM Community Program Director in Freddie Mac’s EPMO, which is committed to improving PM maturity and capabilities through education, networking, facilitation, and knowledge management. He is a PMP, CSM, CSPO, and Certified Change Manager.

Bruce W. Gay, PMP, has over 20 years of experience managing programs and customer relationships across healthcare IT, telecommunications and defense industries. Currently a Senior Program Manager at UPMC Enterprises (the commercialization arm of the University of Pittsburgh Medical Center), Bruce manages a multi-million dollar program to develop the next generation of Radiology Informatics systems. Christopher Harris studied International Business and Finance at the University of Tampa and obtained a Masters of Accountancy w/ an IT Focus from the University of South Florida. He applied his learning in the heavily-regulated banking and insurance industries, which, equipped him to understand the interaction of business processes and law and blend them in a way that yields productivity in daily operations. Later he moved to Northern Virginia and entered Government contracting, where he applied the same passion for results where he blended customer requirements, law and regulation, and business savvy to achieve uncommon results.

As a Bytecubed consultant, he works with Government acquisition officials to develop innovative acquisition strategies against the backdrop of current law, policy, and agency processes.

John Johnson, serves as the Chief Technology Officer for Softek Enterprises LLC, a minority-owned small business providing technology solutions to government clients since 2007. Softek specializes in evolving business systems using Agile, DevOps, and Cloud technologies to deliver working solutions faster for the government’s most critical IT challenges. He has 10 years of project management, systems engineering, and advanced analytics experience. Mr. Johnson has led multiple award-winning Agile projects in civilian and defense agencies using Scrum and Disciplined Agile Delivery methods.

Susan Parente is a project engineer, consultant, speaker, author, and mentor who leads large complex IT software implementation projects, and the establishment of Enterprise PMOs. She has 19+ years experience leading software and business development projects in the private and public sectors, including a decade of experience implementing IT projects for the DoD and other federal government agencies. Ms. Parente is also an Associate Professor at Post University in CT. She has a BS in Mechanical Engineering from the University of Rochester in NY and an MS in Engineering Management from George Washington University in DC. She also has a number of certifications, most of which she teaches and she is a CMMI and ISO 9001 Practitioner.

Ms. Parente is a Principal Consultant at S3 Technologies, LLC, which focuses on revitalizing projects through the use of risk management and implementing Agile practices.

Mr. Cable is a licensed architect and general contractor with over 35 years experience. His activities have included planning, design, and construction of buildings; building energy conservation research; management consulting; and teaching. In 1980 he was cited by Engineering News-Record as “one who served in the best interests of the building industry.” And, in 1992 he was selected by Remodeling Magazine as one of the 50 best remodeling contractors in the United States.

Since joining the Clark School of Engineering at the University of Maryland in the fall of 1999, John initiated the graduate program in project management, an undergraduate minor, and the Center for Excellence in Project Management.

He teaches courses in Project Management Fundamentals, and Managing Projects in a Dynamic Environment and is widely sought after for his seminars and workshops on a variety of Project Management topics. John is also chairman of the Project Management Institute’s Global Accreditation Center Board of Directors, a member of the Federal Government’s Project Management Working Group, and a member of the Science & Engineering Council of NASA’s Center for Program/Project Management Research. John is also a founding member of the International Project Management Educational Union along with Peking University and 6 other universities worldwide. In 2004 he coauthored a report for the National Academy of Sciences Federal Facilities Council on “Key Performance Indicators for Federal Facilities Portfolios”.

Prior to joining the University, Mr. Cable was a Research Fellow in the Logistics Management Institute’s Facilities and Engineering Management group where he managed a variety of lead assignments analyzing facility design and construction practices, conducting benchmarking and business process re-engineering studies, assessing the use of information technology in the management of design and construction, managed business and program planning assignments, and training/assisting clients in becoming certified in compliance with ISO9000 Quality Management Standards.

Prior to LMI, John created and managed a design/build firm specializing in renovation and new construction of residential, commercial and retail properties and directed energy conservation research in buildings for the U.S. Department of Energy.

Projects inevitably bring about change – whether its related to culture, processes, systems, environment, or all of the above – and it’s the Project Manager who must shepherd the team or the organization through the sometimes painful process.

That means dealing with resistance. (There are some interesting philosophies about that.) It means planning for orientation and adaptation as part of the scope of your project.   Yves Cavarec, MBA, PMP CEO, Neworq

Yves Cavarec is CEO of Neworq -- a new company that develops solutions for collaborative learning.

He started his career in the banking industry in 1996. From 2004 to 2015, he worked on large organizational transformation, on managing change in global corporations, and on advising SME owners.

In 2014, he discovered what he calls, “self-management” and “self-organization.” Yves believes that people are the purpose of business, while value creation and technology are means toward this purpose. For him, the challenge is to align business with people, not the contrary.

Andy Walker

Meet Andy Walker – the new 2016 PMIWDC Chapter Vice-Chair and COO. Andy has volunteered for over 5 years starting as a volunteer with the Programs Committee assisting in recruiting speakers for our chapter dinner meetings. Andy quickly ascended to AVP of Evening Programs and was subsequently elected to VP Programs in 2012. In 2014 Andy was elected to the Governance Board as a Director-at-Large where he took on a special assignment as the PM over the planning and execution of the annual 2015 PM Symposium.

Beyond his PMIWDC volunteer work, Andy is the SAP Federal Sales Executive for Deloitte Consulting, LLP with over 16 years in sales, management consulting and industry project/program management experience. He specializes in the strategic planning, business development, marketing and sales of SAP projects.

Andy has held positions of increasing responsibility as an officer in the United States Marine Corps, Honeywell Aerospace and Deloitte Consulting, LLP managing both local and globally disbursed teams. He has led projects with Marines in wartime situations and led or supported seven full lifecycle SAP implementations as well as numerous other IT infrastructure improvement projects. Andy also has added expertise in the implementation and oversight of PMO operations, supporting methodologies, processes, and tools.

Andy has an established track record of exceeding expectations and is consistently evaluated as top performer while rapidly adapting to a myriad of work environments, roles and emerging technologies.
