Even in some fantastical scenario where Kim Jong-un suddenly decides to give up nuclear weapons and end his regime’s flagrant disregard for human rights, the Democratic People’s Republic of Korea will still be an impoverished state where less than half the country’s population has access to electricity.  How will North Korea climb out of this state of destitution? Identifying the challenges that the country faces is a vital first step. And that is precisely what a new report from the Organization for Economic Cooperation and Development does.
