Went to Roan Grammar School for Boys at 11 through to 16 years old.

First worked at age 16 as a petrol pump attendant whilst waiting for my joining date for the Army.

Spent 4 years in the Army, serving 4 tours in Northern Ireland and left aged 20. Joined the family business which provides commercial office cleaning and support services which my Father started in 1968. The Army was great for helping me understand teams, people and disciplines. 

Aged at only 22 my Father passed away and I had to assume leadership in very different and challenging times back in the early 1980's.

I got married at 23 and have 3 children.

Cheryl is the Executive Director HMPPS, responsible for Prison Reform. She joined the MOJ in 2013  with over 30 years Business and Commercial experience gained from the Private and Public Sectors. She has held a series of leadership posts with organisations such as the MoJ, Accenture, DXC, Fujitsu, NatWest, and the Metropolitan Police Service. She also is a Non-Executive Director for Government Facility Services Limited (GFSL).

In her current role at HMPPS she leads on the following portfolios:

  • Future development of Offender Management and Rehabilitative Culture
  • Medium Term Planning Programme (from COVID-19 to Recovery)
  • A review of Prisons as a High Reliability Organisation
  • Senior Responsible Officer (SRO) for the delivery of 2 major HMPPS Digital and Technology Programmes 
  • Prisons Technology Transformation Programme (PTTP)
  • Prisons In-Cell Technology Programme
  •    Managing the supply and demand of PPE to HMPPS in response to COVID-19 

From an MOJ-wide perspective, Cheryl is a Race Champion and the Chair of the Diverse Leadership Taskforce.   

Cheryl has been a Non-Executive Director for GFSL since it’s set up in February 2018.  In addition to working with the other Non-Executives in support of the Executive Board, Cheryl is also a member of the Audit and Risk Committee (ARAC) and chairs the Remuneration Committee (RemCo).

Susan Sutherland is the head of market intelligence for JLL’s Corporate Solutions product organization. In this role, she leads a global team that researches key factors that drive product strategy – around market opportunities, competitor analysis, industry trends and more. 

Previously, she spent over 5 years as the Head of Corporate Solutions Research for Asia Pacific at JLL, based in Singapore. In this role, she oversaw global and regional research and consultancy projects around trends and themes that impact corporate real estate, including the future of work and flexible workspace.  She also co-led JLL’s regional research on flexible space, and has led direct client engagement with investor and corporate clients around Asia Pacific on the topic.   Susan has presented at numerous industry forums, including IFMA, RICS, Corenet and the Coworking Forum, and has been interviewed by trade and business press including the Business Times and Straits Times (Singapore), Nikkei Asian Review and Korea Economy Chosun.  

Prior to JLL, Susie worked for over 8 years for McKinsey and Company in the United States and United Kingdom, latterly as a research specialist for the infrastructure and real estate practice, working with clients around the world and across the property life cycle.  

Susan holds a Bachelor degree in Economics from Wellesley College (USA) and a Master of Science in Library and Information Science from the University of Illinois, Urbana-Champaign (USA).

Shelagh J Legrave OBE DL Shelagh Legrave has been Principal & Chief Executive of Chichester College since September 2010 and became Chief Executive of Chichester College Group in 2017. Prior to this she was the Chief Operating Officer for the College since April 2003. Chichester College Group is a £65m General Further Education college group following mergers with Crawley College and Worthing College. It is due to open Haywards Heath College in 2020. Its vision is to ‘Change lives through learning’ through meeting the needs of students in West Sussex. Its provision includes A Level and vocational courses from level 1 through to Higher National Diplomas and 3 degree programmes. The Group has a strong international reputation for which it was awarded the Queens Anniversary Prize for Higher & Further Education in 2005 and trains 1,000 overseas students annually. It was graded Outstanding at its last Ofsted inspection in 2020. Prior to working at Chichester, Shelagh spent five years as Director of Finance at Roehampton University, London and before that, eleven and a half years in the City of London with the investment banking arm of NatWest where her last position was as Deputy Chief Financial Officer to the global financial markets division. 

Following a BA in History and Theology at Durham University, Shelagh spent six years as an officer in the Women’s Royal Army Corps. She is a qualified accountant and Fellow of the Chartered Institute of Management Accountants. She chairs the Trustees of Stonepillow, a charity helping the homeless and is a trustee of a number of small charities. She also is Chair of Governors for Bourne Community College. Her interests include running, tennis and music. Shelagh was awarded the OBE in the Queen’s Birthday Honours List 2015 and appointed a Deputy Lieutenant for West Sussex in the same year.

As VCSE Representative, Claire acts as an intermediary between government and the voluntary sector to champion the Social Value Act and an improvement in commissioning practices. Claire was appointed as VCSE Crown Representative in February 2018. As a key player in the social enterprise movement for over 30 years she brings a wealth of experience to the role.

Claire has led the award-winning Blackburne House since its inception. From December 2007 to January 2017 Claire was Chair of Social Enterprise UK (SEUK). She is a member of the Alder Hey Hospital Trust and, until recently, was a Board Member for the Charity Commission. She has chaired the Liverpool Fairness Commission on behalf of Liverpool City Council, is currently serving on the Liverpool Mayoral Development Board and is chair of the Society Advisory Board for the British Council.
