1. Samsung, LG spar over picture quality of 8K TVs

[1] South Korean tech giants Samsung Electronics and LG Electronics sparred again Tuesday, questioning the picture quality of 8K TVs, undermining each other’s technological prowess.

[2] LG once again accused Samsung of exaggerated, misleading marketing of its 2019 QLED 8K TVs and demanded more details.
Since the IFA trade show in Berlin, Germany, earlier in September, LG has been slamming Samsung’s 8K TVs as failing to meet globally agreed standards that require minimum 50 percent contrast modulation levels.

*in effect: 실제로는
*distinction: 구분
*luminance: 밝기, 휘도

[4] Samsung’s 75-inch QLED 8K TVs have only 13 percent horizontal CM level while LG’s 75-inch NanoCell 8K TVs has 90 percent, according to global institution VDE’s comparison test report dated June 27.

2. One year on, inter-Korean military pact remains unfulfilled promise

[1] The inter-Korean military agreement that was hailed as a “nonaggression pact” when it was signed just a year ago has become a “merely nominal” agreement as its first anniversary approaches Thursday.

[2] The defense chiefs of the two Koreas signed the Comprehensive Military Agreement on Sept. 19, 2018, in Pyongyang on the sidelines of the third summit between South Korean President Moon Jae-in and North Korean leader Kim Jong-un.

*on sidelines of: 부수적으로

[3] It was not the first bilateral military agreement between the two sides. But the CMA, which created buffer zones around the borders to prevent skirmishes, was hailed by the administration and the ruling party as a breakthrough. National security director Chung Eui-yong called it a virtual nonaggression pact that would eliminate military clashes on the Korean Peninsula.

[4] Although there have been no military clashes in the past year, the implementation of the agreement lost steam after the second summit between US President Donald Trump and North Korean leader Kim Jong-un ended without a deal earlier this year.

*military clash: 군사분쟁
*implementation: 시행
*lose steam: 힘을 잃다
