She is a two-time RPCV and founder/Executive Director of TCP Global, an award-winning micro-lending program empowering underserved populations in 14 countries. Come learn about her unique background and inspirational program, TCP Global.In 2000, she collaborated with other Colombia RPCVs to establish The Colombia Project to help people displaced by violence in Colombia to reestablish financial independence. By 2016, the program had evolved as TCP Global and engaged the National Peace Corps Association as its 501c3 and fiscal agent. Since 2016, TCP Global has issued over 8900 loans worth $1.5 million in 14 countries. She is a past president of Returned Peace Corps Volunteers of South Florida and past president of the Rotary Club of Coconut Grove,  Florida.

This program evolved to include TCP Global in 2014 and now supports loan programs in 7 countries, including one with former Florida foster care youth in Miami. Helene served as a Peace Corps Volunteer in Colombia and Slovakia and is a member of the Board Emeritus of the National Peace Corps Association.
